Why Your Broker Won't File Your Refund
Customs brokers handle import clearance — classifying goods, filing entries, and making sure your shipments get through CBP. Filing a post-ruling protest to recover IEEPA tariffs is a completely different process. It requires specialized knowledge of the February 2026 Supreme Court decision, precise identification of IEEPA-specific duty lines on your 7501s, and formal protest filings under 19 U.S.C. §1514 at each port of entry. Most brokerages are not set up for this. They have liability concerns, no existing process for mass protest filings, and their revenue model doesn't support the work involved. What You Need from Your Broker
Regardless of which broker cleared your goods, the key document you need is your CBP Form 7501 (Entry Summary). This form shows your entry number, the HTS classifications, the declared value of your goods, and the exact duty amounts paid — including IEEPA-specific duties. Contact your broker's customs division and request all 7501s for entries between April 2, 2025 and February 20, 2026.
