China was the primary target of IEEPA tariffs, with rates reaching an extraordinary 145% on certain product categories. As the United States' largest source of imports, the duty impact was massive. U.S. businesses importing from China since April 2025 paid billions in IEEPA tariffs that the Supreme Court has now declared unconstitutional.

IEEPA vs. Pre-Existing China Tariffs

It's important to distinguish IEEPA tariffs from pre-existing China tariffs. Section 301 tariffs (7.5-25%) imposed during 2018-2019 remain in effect and are NOT refundable under this ruling. Only the additional tariffs imposed under IEEPA authority starting April 2, 2025 are subject to refund. Your CBP Form 7501 will show the breakdown between these different duty types.

Virtually every product category imported from China was subject to IEEPA tariffs: electronics and technology products, industrial machinery, consumer goods, chemicals, textiles and apparel, furniture, and automotive parts.
