Canadian Imports Under IEEPA Tariffs

Despite the United States-Mexico-Canada Agreement (USMCA), IEEPA tariffs of 25% were imposed on Canadian imports starting April 2025. This affected energy products, lumber, agricultural goods, automotive parts, and a wide range of manufactured products. Canada is the second-largest source of U.S. imports, making the total impact enormous.

Energy and Natural Resources

A significant portion of U.S.-Canada trade involves energy products (oil, natural gas), lumber, minerals, and other natural resources. These high-volume, continuously imported products generated massive IEEPA duty totals. Energy importers in particular may have some of the largest individual refund amounts.

USMCA and IEEPA: The Intersection

Many importers of Canadian goods were confused by the application of IEEPA tariffs to USMCA-qualifying goods. The Supreme Court's ruling makes this question moot — IEEPA tariffs on Canadian imports are unconstitutional regardless of USMCA status. All IEEPA duties paid on Canadian imports are refundable.
